Leadership Team

Samara Schulman
Samara has over 20 years of experience in financial analysis, project management, and recruiting, holds multiple industry certifications, and has an undergraduate degree from Cornell University and a Master’s degree from the University of Michigan. As Director of Business Operations, she oversees Contract Administration, Finance, Accounting, Recruiting, and IT, and values her seat on the Leadership Team because it gives her a chance to strategize on how to move Government and Industry forward together. Outside of work, she loves playing with and chasing after her three small children, traveling, and cycling.

Business Development

Greg DeLoache
Business Development Manager
Greg joined OnPoint in 2018 and works to lead the Business Development team in pursuit of contract opportunities to support the mission of the Federal Government. He also is responsible for building lasting, impactful relationships with both industry partners and Government stakeholders. Prior to joining OnPoint, Greg worked in higher education as the Admissions Manager at the College of Southern Maryland. He graduated from Coastal Carolina University in Conway, SC with a Bachelor of Science in Kinesiology. Outside of work, he enjoys playing drums for his jam band, hitting the links for as many rounds of golf as possible, cheering on the Chanticleers of Coastal Carolina, Philadelphia Eagles and Phillies, and University of Southern California Trojans, as well as traveling to local breweries with his son Chase and wife Rachael.
David Hefter
Senior Capture & Project Manager
David has been with OnPoint for over 19+ years performing a variety of roles which have contributed to OnPoint’s success, including the development of the Quality program and ITSM processes. David is focused on the strategic marketing and digital communications public sector and has been PMP-certified since 2006. When not pursuing new work for OnPoint, David and his wife enjoy using their swim spa and riding their Harley Davidson Trike while making new adventures.
Dean Allred
Senior Program Manager
Dean is a retired Air Force Colonel who has over 35 years of experience in IT operations, acquisition planning, and senior program management. He currently leads OnPoint’s Artificial Intelligence/Machine Learning & Robotic Process Automation (RPA) division. Most recently he served as the Senior Program Manager of OnPoint’s IT Services contract supporting the Air Force District of Washington, the 844th Communications Group, and their 18,000 Air Force customers in the National Capital Region. Before working at OnPoint, Dean held senior leadership roles in the Air Force and industry, including service as the DISA Acquisition Policy Chief and DISA Deputy Director for Acquisition and Contracting, Senior Program Manager of the joint Air Force/Navy High Frequency Global Communications System (HFGCS) program, PMO advisor roles supporting the Department of Justice, and led several organizations providing IT services to over 10,000 customers. He holds DoD’s DAWIA Level 3 certification in Senior Program Management and the PMI PMP certification. Dean began his career after completing his bachelor’s degree from the US Air Force Academy and has a Master’s degree from the Air Force Institute of Technology.


Stephanie Hefter
Facility Security Officer (FSO)
Stephanie enjoys her work managing OnPoint’s Industrial Security Program and ensuring compliance with a variety of NISPOM, FOCI mitigation, and contract regulation requirements. Through her leadership and management, OnPoint’s security program has become a recognized industry leader. In 2021, the Defense Counterintelligence and Security Agency awarded OnPoint a James S. Cogswell Award. We are one of only 40 companies to achieve this honor for 2021! Prior to joining OnPoint, Stephanie worked in Human Resources and Program Administration roles at CACI, the University of Maryland College Park, and Towson University. She graduated Summa Cum Laude from Towson University with a Bachelor of Science in Exercise Science and a minor in Business Administration.

Robin Kirby
Human Resources Generalist
Robin has been with OnPoint for 19+ years and is a proud member of OnPoint's Double Digits Club. While assisting with Human Resources general needs, Robin specializes in benefit assistance and develops trustworthy relationships with her employees and clients. In her free time, Robin enjoys traveling, photography, and spending time with her family.
Taylor Baker
Human Resources & Marketing Specialist
Taylor has been with OnPoint since 2018, enhancing her role specializing in on-boarding and client services, developing marketing and social media strategies, media editing, and more. In 2016, Taylor graduated from Radford University with a degree in Studio Creative Arts with a concentration in oil painting and a minor in Business Advertising Marketing. Taylor is a Washington Capitals & Nationals fan and enjoys painting, cooking, cycling, and reading. She enjoys networking and building trusting relationships with her employees.

Information Technology

Christopher Brown
IT Service Desk Specialist
Chris has been with OnPoint since 2016 and is an AWS Certified Cloud Practitioner. Chris helps develop agile strategies for the Information Technology team, monitors and responds quickly to incoming requests related to IT issues, maintains user workstations in a hybrid working environment, and more. Chris enjoys building his skill set in Government IT and loves the challenge of keeping up with the ongoing growth of technology for tomorrow. Chris enjoys spending time with family, playing cards and board games, and likes to refer to himself as an avid movie buff.
