State Department – Overseas Buildings Operations Bureau

Goal: Provide the Overseas Buildings Operations Bureau (OBO) with a reliable facilities management system to increase the efficiency of the end users working day.

Situation: With approximately $1.3 Billion in annual operating costs OBO is responsible the acquisition, design, construction, furnishing, management, maintenance, disposal, and reporting of real property abroad for the Department of State and all foreign affairs agencies represented at posts. OBO Manages Approximately 21,000 Building, Land, and Structure Assets located at 289 Posts Worldwide through entire facility’s life cycle. The customized COTS product OBO used to support the facilities management of the 84,314,548 GSF of space crashed regularly and had less than optimal performance causing extensive amount of down time for the government teams.

Approach: OnPoint created a tiger team comprised of the major Stakeholders, COTS owners, Network infrastructure and our System Architect to optimize the system and the architecture by:

First, work with the system architect to upgrade the system 5 versions to bring it current with licensing and support requirements of the COTs owner so we can obtain system support from them.

Second, work with the Stakeholders to identify functionality that doesn’t meet the optimal performance and define performance parameters.

Third, work with the COTS owner, our System Architect and the network infrastructure team to analyze and identify code or configurations causing the system not to meet performance parameters so they can be recoded or reconfigured to increase system performance.

Impact: OnPoint was critical in stabilizing the customer’s environment and optimizing the system to create significant efficiencies in the user’s day increasing productivity and decreasing review/approval time for facilities maintenance. The facilities management system went from 70% uptime to 99.9% uptime due to configuration improvements and 1.5minute processing time to 15-18 seconds on average to processing time for functionality. In addition to increased productivity for the users, the improved stability of the environment and the system allowed the OnPoint team to greatly reduce the amount of time spent on Operations and Maintenance work and focus more on SDLC improvements and new application requirements to improve the overall functionality of the system for the users.
